Who can use it

Individuals must pay an electricity bill to Xcel Energy or Black Hills Energy and have a household income at or below one of the following income thresholds: 80% of your county’s area median income (AMI) 200% of the federal poverty level (FPL) 60% of the state median income (SMI)
