Who can use it: Douglas County Veterans must have: Sustained a service-connected disability while serving on active duty in the Armed Forces of the United States, Been honorably discharged Been rated by the United States Department of Veterans Affairs as "permanent and total" disabled Owned and occupied the home as the primary residence since January 1 of the year of application (exceptions detailed in the application)
